Kaiser Permanente Medical Office Earns Garfield Distinction
The Kaiser Permanente Rancho Bernardo medical office team was recognized as a high-performing care facility through demonstrated continuous improvement and sustained performance excellence.

This distinction helps us go further in instilling confidence in our members that they are receiving top-notch care every time,” said Michael Huff, medical office administrator for the Kaiser Permanente Rancho Bernardo site. “Our physicians and staff worked hard for this honor – I’m extremely proud of our team’s effort.”
The Garfield Distinction Performance Excellence Criteria was developed based on standards and guidelines from nationally accredited organizations, including the Malcolm Baldrige Framework, the American Nurses Credentialing Center (ANCC) Magnet Model, the Accreditation Association for Ambulatory Health Care (AAAHC), and the Joint Commission International Accreditation Standards for Ambulatory Care.
The distinction focuses on six areas when measuring the performance of a medical office: leadership, care delivery, member engagement, knowledge of staff, workforce development, and operational work processes.
“The best way we can continue to deliver high-quality, affordable care for our members is by staying focused on measuring outcomes in our care environments,” said David Horton, chief administrative officer for Kaiser Permanente San Diego.
Medical offices earn the Garfield Distinction after a thorough assessment by high-performing physician and administrative leaders from across Southern California, serving as evaluators.
The Garfield Distinction’s evaluation design elevates the operational performance of a medical office. Its name honors Dr. Garfield, whose commitment to continuous improvement, innovation, and affordability laid the foundation for Permanente Medicine.
“The Rancho Bernardo medical office stands as a shining model for clinical operations and care experience,” said Horton.
Once earned, the Garfield Distinction is valid for three years.
